# Guide for Controllers Details of adding and managing Speed Restrictions in NRSDB # Navigation ### Route View Upon logging into your account you will be presented with the summary screen for your Route. The number next to the Route is the total for that area and is then split down to each Delivery Unit. Click on the DU buttons to filter by DU. At the top right of the table is a search field that searches all of the table columns and filters the view as required. Use this to search for your ESR reference, Fault# (FMS or MyIM) or more. You can also use the Advanced Search by clicking on “Add Condition” to perform complex searches and filters. Most columns are sortable, click to sort, click again to sort in the opposite direction. The initial sort order is by Reference Number. Where an ESR has been amended the Imposed Date shows the date the current version was issued. To view the details of an ESR click on the Reference Number link in the first column. Use the three tabs to filter based on whether the ESR is active or withdrawn. The default view just shows the ESRs that are currently imposed. There is a button at the top of the page to Create ESR (Controllers only) and for designated users Create Blanket (BSR). # TSR View You can view the TSRs for the Route by clicking the light blue button to the right of the Route name. This data is provided from the SPRINT system and is for reference only. It can be useful to check there is no duplication of restrictions. Only current TSRs are available. # User Menu The User Menu is top right of the screen. From here you can; - Navigate to the ELR Explorer tool - Update your Profile; this is where you can subscribe to receive alerts based on the Route (Blanket Speed Restrictions) or Line of Route (LOR - for ESRs) - Change Password - Logout Depending on your account there may be other options here. # Create an Emergency Speed Restriction ### Top Section [![image.png](https://docs.nrsdb.uk/uploads/images/gallery/2026-06/scaled-1680-/JZBimage.png)](https://docs.nrsdb.uk/uploads/images/gallery/2026-06/JZBimage.png) #### Reference Number (refnum) Each ESR has a reference number which will be added when you Impose. It is constructed as follows; ***XXXX nnn{a}.yy*** XXXX = Route specific prefix (AICC = Anglia, etc) nnn = Annual sequence number, starts over at 001 each year on 1st January yy = two digit year, e.g. 24 a = the amendment (if any), A, B, C, etc AICC 123B.24 is the 123rd restriction of 2024 on the Anglia route and has been amended twice. #### Top Level Information - Engineers Line Reference (ELR) – Select from the available list (type the ELR code to filter). We do not limit the selection of ELR based on the Route. Be careful to choose the correct ELR! - Location -- see below - Line of Route – once you have selected the Location the options are reduced. In most cases there's only one possible LOR at each Location. - Speed – use the standard format and select MPH or KPH – e.g. “40/60” or “50” - Line Speed (optional) - record the normal Line Speed at this location. ##### Location The "Location" gives the driver a familiar place for ***the start of the restriction***. We offer a set of standard Locations based on the selected ELR. In some cases these locations might be quite far apart so choose the "between" option. If there's a Location you wish to add please email us at - we will need the Location Name, ELR, LOR and Mileage. #### Reference Fields These fields can be changed later without needing to issue an amendment since they are internal Network Rail properties. - Delivery Unit (required) – select from the available list, each Controller is associated with a specific Route so the options here are particular to that Route - Reason (required) – select appropriate reason code - Fault# (required) – FMS or MyIM reference. Can enter multiple references separated by space - CCIL (required) – seven numeric characters - must be completed - TDA - TSR – reference to a TSR when it is converted to ESR - WO - Defect No - TRUST Code - Owner ### Line Cards Use the Add Board form to record the position of the various Boards. You must specify the Speed Indicator and Termination boards, other boards are encouraged. This section remains locked until you have completed the essential References. You must define the Speed Indicator first. The ELR for this ***MUST*** match that selected in the Top Section and so this field is locked. First select the appropriate TrackID (e.g. 2100: Down Main). If there is only one valid option it will be selected automatically. We attempt to give sensible defaults based on the selected TrackID but you can override them where necessary. BUT be sure to do this while defining the Speed Indicator. There is three variants of Speed Indicator (select from Speed Indicator (Commencement), Speed Indicator + RH Arrow, or Speed Indicator + LH Arrow) and give the Miles and Chains, click Add Board. Repeat for the Termination Board. Now add other boards. ### Remarks Section There are two optional fields for adding comments. "Notes to Drivers" will appear on the Notice that is used by Operating companies. # View an ESR When viewing a speed restriction there is a collection of action buttons as shown below [![image.png](https://docs.nrsdb.uk/uploads/images/gallery/2026-06/scaled-1680-/Lhximage.png)](https://docs.nrsdb.uk/uploads/images/gallery/2026-06/Lhximage.png) - The grey button allows you to print or download the official Notice as a PDF. The drop down should be used to get the correct version (for amended or withdrawn restrictions). - The yellow button takes you into Edit mode. - The green button performs a Withdrawal. You will need to add a comment and this will generate Withdrawal Notification email - The Blue button with speech bubble and + sign, allows you to quickly add an additional Remark. - The second blue button with an egg timer icon, gives the option to add an Estimated Time of Removal. # Edit ESR The Edit view is very similar to Create. All significant changes will trigger an Amendment. The Reference Number will be changed as described above. You cannot change the Delivery Unit, ELR or LOR. ### **Amendment** An amendment notification will be sent to all users subscribing to the LOR. The **Remarks** field should be used to add some narrative to the History of the speed for Users to know what changed. ### **Save** Using the ‘Save’ button when in edit mode purely saves the fields that have been updated. This is typically when Network Rail internal information is changed such as the FMS, CCIL numbers. No notifications are sent. Use the **Remarks** field to add narrative to the History of the speed for Users to know what changed. # Tracking Tab The Tracking tab provides information about the email notifications we sent for the speed restriction. In the example below the restriction was amended, so the default view shows the notifications sent for the current amendment (AICC 087A.26) [![image.png](https://docs.nrsdb.uk/uploads/images/gallery/2026-06/scaled-1680-/R6mimage.png)](https://docs.nrsdb.uk/uploads/images/gallery/2026-06/R6mimage.png) An Train Operating Company might have several addresses for receiving alerts but we just need Acknowledgement from one of them. The TOC is able to "subscribe" to the LORs that they operate on. We expect an Acknowledgement for every alert sent. You can send a reminder email by clicking on the Issue Reminder button. You can review what responses we got to the original ESR by clicking the button above the table (in this case AICC 087.26) -- you can't issue reminders since the original ESR has been superseded. # History Tab On this tab you can see the timeline of the ESR, showing when it was Imposed and by which Controller. All remarks are shown and the timing of Amendments and eventually the Withdrawal. # Files Tab You can upload documents that should be attached to the ESR to provide further detail.
